  One my friend has a file in French, now he is India a waiting for update; he got an e-mail from his agent (after a long time) they have written to Programme Manager (CHC) regarding his case. And will receive very soon update.

What it means, Program Manager is this position higher than Visa Officer (Immigration Officer)?

I am just posting for him, Can some one reply please so he can get update.
