One of my friend, who is a mom of 4/student/in-canada applicant, got PPR. She applied in Aug 2004. I know another person who is an in-canada applicant got PPR too yesterday.
I do not think there any discrimination between in-US applicants and in-Canada applicants in issuing PPR for now. The only difference is it takes another one more weeks to get PPR by mail.

(in reply to: ATTN: in-Canada applicants) Processing times can be different for each case even if they are the exact same sorta conditons (ie: student, in canada, white, english speaking, no kids etc) whatever..
it depends on the application itself, and the officer reviewing the case.
