I have sent a letter to buffalo and they replied with a teplate letter and have checked off the following:
"Your application invloves consultation with other visa offices, government departments or agencies. We will reply as soon as these consultations have been completed. We regret being unable to provide a specific time frame, but will reply as soon as possible"
DOES ANYONE KNOW WHAT THAT MEANS??? Thanks

This means that your security check has not been completed.
Security check (also called background/security check) is conducted completely outside Immigration by Canadian intelligence and security agencies, with or without cooperation of proper authorities in all countries you resided in since age 18 (for some national since age 16).
It looks deep (very deep) into your background, life, activities and associations to see if you are or ever were involved and/or are or were associated in any way with someone who is or was involved in terrorism, espionage, organized crime, crimes against humanity, radical groups, etc.
This check usually starts after successful interview or interview waiver (In most cases). Depending on your background, nationality, countries you resided in and other factors it may take anywhere from a few months to well over a year to complete.

Thanks alot kenny for your reply. But you did mention that this check usually starts after successful interview or interview waiver. But note that back in October 2004 they sent me a letter saying that my file will be sent to Los Anglese for an interview date but since then I have not recieved anything from them. Do you think it is possible they might have waived the interview??

Hi, Tico911
I´m in exactly the same situation as you are: I was informed that my file was to be transferred to LA last October and I haven´t heard from them since. My lawyer says they conduct background checks before the file is transferred and depending on your country of origin it might take long time. Their reply to our email was that they were conducting background checks and were unable to give any more information.

In some cases they start the background and security check after IA - thats what happened in my case. My file was transfered to NY after they received the result of my background/security check (found out from my CAIPS notes). I am currently scheduled to appear in an interview on the 7th of Feb.
