Subject: applying for PR card when entering for first time
  This is a dense question, but I will feel better asking it and getting an answer from someone who knows for sure.
My wife will arrive at the airport from overseas, immigration will check her passport, bring her for an interview, complete the confirmation of permanent resident form Manilla has just provided, and then send her on her way. I think I have that right (please correct me if I am wrong).
Now, I would like my wife to apply for the PR card from the airport as she enters Canada. (she will only be in Canada for a couple of days and it is right before New Year´s - she has to return to Asia to work, sadly) However, it will be costly (roughly $200 with courier fees and all) if we try to have it ready for her to bring from Asia and present it when she arrives in Canada.
Will immigration, knowing that it is her, (she has her passport, documents, etc...) allow her to apply for the PR card without a guarantor´s signature and most of the other BS they are asking for?
If not, then it may be easier and cheaper for her just to get a ´travel document´ when we finally (sooooon please) move to Canada and then apply for a PR card at that time.
BTW, I am Canadian.
What is the deal with having to be physically present in Canada to apply for a PR card, but then it seems like they don´t mind if you leave the country while it is being processed? That´s just weird.

i have come canada recently i cant understand what u write but one main thing is that the immigration officer in the airport apply itself pr card for ur wife as he did for me u dont need to apply for pr then after 2 weeks pr delivered to ur home as they ask ur wife about permenent adress in canada i have got my pr card in just 12 days and now im again in my home land just for vist and now again planing to go canada they just ask landing original paper at the airport thats it hope fully u will get ur answer from my reply

I didn´t really understand your question..But you dont have to apply for the PR card that comes with the landing procedure. When everything is done, the immigration person will ask you for an address in Canada to send the card. So it is not something to have to apply for. We did the landing, left Canada and then my mom mailed us the PR card so we had it for re-entering Canada when we finally moved. You will have to decide if getting a travel document is easier .

My timeline, as mentioned in the OP, is a few days only just before New Year´s.

If I understand you; my wife can show up at the airport, immigration will ask her for her address in Canada, and the PR card will be sent there?
Does she need to bring any photos of herself that are a certain size?

I believe they do tell you to bring photos but when we arrived, we did not have any, actually I think they were packed in a suitcase or something. But hey take your picture at the airport for the PR card.

What happens with the landing procedure is that your wife must bring the COPR with her plus whatever else is requested. The immigration goes over the information on this sheet, ask for an address of where to send the PR card and then when satisfied, they will take your PR photo and say welcome to Canada. In the passport should appear a stamp with the officers number and underneath they should write the document number, which is written on the visa and is already in the passport.

One last thing regarding the goods to follow issue. I told you already that we did not have a list and had no problems. You have to do what is best for your situation. Just to let you know, when you we finally moved here, we got a customs stamp and then they wrote underneath that good were following and a number. I hope your wife has as smooth a landing as we did.
